While not strictly a 'Graphics Toolkit', Eclipse is an X11 window manager implemented in Common Lisp using CLX.
One can also always interface to standard toolkits like Ploticus, AGD, Graphlet, GraphViz, Pajek, Pigale or Tulip (this has lisp syntax) via command-line or FFI.
