The intent is to provide some idioms that make a number of common bits of code shorter.
For instance, strings are lists of characters; some operators are abbreviated (progn becomes do, mapcar becomes map, lambda becomes fn).
On the other hand, certain complexities of CL go away, such as LOOP? and CLOS. And IF becomes an anaphoric macro. This all seems consistent with Graham's likes and dislikes...
It is not clear that this all truly warrants creating a whole new dialect of Lisp, though. It seems pretty likely that a little bit of macrology would allow you to (require 'arc) and have all of CL as well...
